2016 Budget and Assessments

In early December, your Orchard Villa Board approved the Association’s 2016 budget.  The total budget for the year is $178,500, up 2.6% from the 2015 budget of $174,000.  As a result, assessments for 2016 are as follows:

  • Two bedroom units: $187.00 per month or $560.99 per quarter

  • Three bedroom units: $225.14 per month or $675.41 per quarter

The 2016 Operations & Maintenance (O&M) budget is $122,000,  This funding will cover the routine annual costs of operating and maintaining our common areas, buildings, and grounds. 

This year, the emphasis will again be on improvements to our residential buildings.  We plan to spend our reserve funds on the following projects:

  • $44,000 on applying two elastomeric protective paint coats to the four residential buildings on Alberta Court.

  • $12,100 to repair settled concrete, caulk patios, paint door jambs and gates for the same four buildings.

This will be the third year of major maintenance improvements to our buildings.  We hope to finish work on the six buildings that remain, including the pool house, by mid-2017 without having resorted to a special assessment.  After that, our focus will turn to replacing our fences.

Previous Year Budgets

2015 Board Election: At our annual meeting in October 2015, homeowner Alan Gillette was re-elected to a second successive three-year term on the Board of Trustees.  Ron Trimble was elected to a three-year term to replace his wife, Rita, whose term had expired.  At next year's annual meeting, there will be two more Board seats up for election.

Orchard Villa is a self-managed homeowners association. This means that our homeowners manage our community through its Board representatives. Board duties include drafting an operations and reserve fund budget, billing for assessments, paying bills, hiring and scheduling contractors to perform maintenance, and enforcing the association governing documents. Since over half of our units are now owned by absentee owners, in order to stay self-governing, we need volunteers to serve on the Board. If we cannot find enough homeowners to manage the Association, we will have to hire a property manager, which would, in turn, mean an increase in assessments.

Pool Opening Date for the 2016 Season: The Orchard Villa swimming pool typically opens in mid-to-late May, depending on the weather.  The opening date for this year is Saturday, May 21st.  The gate to the pool now has a keypad lock on it.  If you are a homeowner, please contact a board member or e-mail the Orchard Villa HOA to get the lock combination

Pool hours are from 8 am to 9 pm daily. Occasionally, the pool may shut down for repairs or during adverse weather conditions such as heavy rain and/or high winds. It is usually scheduled to close for the season in mid-September, but may stay open longer if the weather or funds allow.

Traditionally, we set aside an hour for adult swim from 8-9 PM on Sunday-Thursday. The convenience of having our own pool on site is an asset for the entire Orchard Villa community. Please help keep it that way by always following the posted rules when using the pool.

Pool Closing Date for the 2016 Season: The final day of operation in 2016 will probably occur in mid-to-late September, but the exact date has yet to be determined.  Last year's closing date for the swimming pool was Sunday, September 20, 2015.

Frozen Pipe Concerns: With the below freezing temperatures that we experience in Moab in winter, the Board is warning our absentee home owners about frozen pipe concerns. In 2010, two buildings in our complex saw significant water damage from the bursting of above ground water pipes before the master valve in the affected units could be turned off. To forestall further pipe ruptures, further damage to our buildings, and further heartaches for our owners, if you are absent from Moab during the winter, please contact one of your Orchard Villa neighbors or board members to let us know if there is any way we can gain access to check on the status of the pipes in your unit. Your assistance will be appreciated and may well eliminate an unwelcome surprise for you down the road.
